Maybe instead of telling the city of Miami beach how to structure how they run their city maybe it would help if you tell the young people, especially young black people how to behave in public because it’s not just the beach or Miami. I see misbehavior of young black people every day in NYC like taking the subway without paying. Smoking pot on the subway trains. Playing loud music containing vulgar language and using vulgar language in public. Stealing, urinating on the subway platform, jerking off in public,using violence, shooting, stabbing, selling drugs etc etc. could go on and on. He was about to light it up when the manager came over to kick him out he started making a scene. If you don’t believe me come see for yourself. I’ve been to LA, same thing. Houston’s bus station is basically a drug deal spot, all of them black. Boston, Philly, same thing. Since you seem to know how to behave on a beach and generally in public and I know there’s a lot of smart, good intention black people, you should really talk to your community and teach them how to behave in public instead of telling every body else how to adapt and conform, and accept miss behavior. Until that happens, everyone that doesn’t behave in public, doing drugs, crime, causing ruckus should go to jail. Regardless of the color of their skin. Everyone.

In my opinion...most of these kids are privileged, most only have one parent so they have no respect, too much money and do what they want because they've never been told NO. The drug issue (especially in Miami) is out of control, so many kids playing around with spiking drinks, buying from unknown sources etc. leads to terrible if not fatal situations. Not sure any kind of "structure" as you mention would do anything since these type of kids don't or won't do that.

I can tell you that for years I have avoided Miami Beach during Spring Break exactly because of this. There is no reason for any of us to put up with such behavior be it whatever damn color their skin is. If you aren't raised right, its not for the local government to play the role of "Daddy and Mommy" and teach these kids proper social skills. The exact reason you see folks having to take to the streets in Hartford with guns is because local government did not implement the necessary laws and punishment as Miami Beach is doing.
