Where it was more practiced by the natives the original reason was private white business owners at the time. I believe it was condemned by the crown, and anyone caught would be punished. However I think that's how the native tribes on Newfoundland where killed. I remember a story of a little native girl running to the British settlement and later dying of illness, but her village was wiped out and scalped. It was later adopted by the native tribes as revenge and shock tactic. I could be wrong but I think I remember seeing this.
