When you work on a DOD contract, anything you do outside the scope of that contract is an addendum. I’ve worked on a few DOD contracts. The contracts are big, the addendum’s are huge. That’s where money went. Addendum’s aren’t logged and tracked properly, and are usually too open ended.
You can low bid a DOD contract, then double it (or more) with addendums. A couple big contractors do this regularly.
