Must have had many healpers along the shipping chain to go that long without getting caught. The money is most likely in an account that is not in China because the ccp would've taken it all. I'm also sure he's paid off local officials in his area of China, not to rat him out. One couple alone can not scam the US postal service out that much money. They had accomplices.
