It's an RPG, but it's very obviously de-miled. Ownership of launch tubes is entirely legal, as long as they're either de-miled, or one has the proper licensing. The grenades for an RPG are very hard to find, very expensive, and requires licensing through the BATFE. There isn't a single thing wrong with them owning that set-up, per se, as the grenade was most likely inert.

That’s clearly an RPG 2 inert (deactivated) that anyone can have for couple hundred bucks. That hole (covered) on the side of the launcher body is what required by law to deactivate it.
