Read in context and you will see clearly there are ramifications to the slave owner's mistreatment; punishment up to and including the death of the slave owner. We can't judge corporal punishment on today's standard, although it still exists in the world today. Exodus 21 was radical for its day recognizing slaves rights and owner's responsibilities.
