As for spoiling the blood of the nation, that is a weird rhetorical phrase that is hard to comment on or assume what Trump means. It sounds to me like ethnic or genetic purity stuff which can have cringe associations, but to to put people on the spot with this statement, it puts them on the spot and they just have to think of a response on the fly relevant to the topic.
Otherwise, I'm not sure how much blame goes to Biden or to Congress who does need to standup and use their power to send Bills to be signed to deal with problems like this.
