In the mid 1980s I worked at plywood mill for summer work. They would hire winos or anybody for minimum wage to work full time. About 1/3 could not read or write. Every one of them had an ID to cash a check or receive low income benefits. Never knew any of them to have problems with an ID. When they were aliens most had resident alien cards. The rest had work or school visas and passports. And when they became citizens they received Certificates of Naturalization. All of these could get them drivers licenses, and the Cert of Naturalization can be used to register to vote. As for noncitizens voting, the laws DON'T affect them the same as citizens because they could always go back home. Citizens are much more stuck here.
