They have to publicly, and legally declare they will honor and uphold the constitution in all its decrees. One more thing. Sheriffs are elected by the people of the county to protect their rights. Since it is an elected position the sheriff of a county is the supreme law authority. If state or federal agents try to do something unconstitutional the sheriff can order them to cease and even organize a posse or militia to back him/her. The County Sheriff is the only elected law enforcement officer in the United States and is therefor accountable to the law but even more so accountable to the people of his or her jurisdiction. Declaring by whatever legal means to be a Constitutional sanctuary he or she is asserting to enforce the liberties of their constituents against State and Federal encroachment on the local communities liberties. This is one of several means or meanings of "defend the constitution against ALL enemies foreign and domestic". There are to many persons in all levels of government who do not honor their oath and are not honorable, honest, trustworthy or have moral integrity.>>
