Its talking about wives who have slept with men other than their husbands. So if her husband thinks she's been with someone else he can have her go through this process of drinking bitter water. If she is unfaithful then yes, her womb will miscarry. This isn't Gods want for abortions, but rather the woman going through the consequences of her sin. The priest isn't performing an abortion, but a test to this woman's faithfulness to her husband. So that she won't be capable of having kids if she's an adulterer, yet prosper if she isn't. Even after all that this process is out of practice. The fact that people think God targets people due to their political agenda is crazy. God's will at this moment isn't that they die, it's that they receive help and the good news of Jesus.
