In Quebec owners and developers are renowned for burning historical buildings in order to escape their obligation to protect or maintain them. This building had been sold to a developer. I used to be in heritage groups in Quebec and this has been happening for years. Either the building conveniently catches fire, or they let it fall apart for years and then get an evaluation claiming it is too dangerous and must be demolished. There have been thousands of historical homes and churches demolished in Quebec, the pace accelerating since 2020. Its probably one of the most destructive events for historical buildings in the world. Ceausescu's reign in Romania is cited to be the worst. He had 10000 heritage buildings demolished. We are probably closing in on that number in Quebec.
