The decisions of the UN Security Council are recommendatory in nature. They are only formally binding. If all 5 permanent members of the UN Security Council decide to "bomb Malawi", then according to Chapter VII of the UN Charter, all UN members are obliged to assist in the bombing. However, the obligation to provide assistance is not backed by any forceful or other means of coercion. In other words: There is a certain country. In this country, there is a policeman. The policeman tells you, "you are obliged not to steal. It's the law." You steal. The policeman says, "you shouldn't have done that." You walk away. That's it. That's what the UN Security Council is. 2. Suppose Mozambique refused to comply with the UN Security Council's decision on the assistance of all UN members in bombing Malawi. Further, based on the UN decision, UN members can take measures against Mozambique. These measures could include military intervention, economic sanctions, and so on. They can do this with a new UN Security Council resolution supported by all its permanent members. In this case, the entire UN (formally) will be against Mozambique. But there is a nuance. The fact is that any of the superpowers can impose sanctions on Mozambique or undertake a military invasion of this country even without a UN Security Council decision. This is what the United States has been doing for decades. 3. Suppose the United States invaded Mozambique without a UN Security Council decision. The UN Security Council submitted a proposal to ban the United States from invading Mozambique and demand the immediate withdrawal of troops from this country. The United States vetoed. The decision was not adopted. The United States continues the invasion. Thus, the only thing that permanent membership in the UN Security Council allows (the ability to veto) is the ability to ignore the decision of the UN Security Council, which is already recommendatory in nature and has no means of coercion. In other words, by wanting to get a veto chance, Africa wants to get a tambourine with bells. Because the right of veto, in fact, has no power. It's just a formality of formality. Power is not given by the right of veto in the UN Security Council, but by the country's power position in the world that has this right. Simply because this country can carry out invasions and impose sanctions bypassing the decision of the UN Security Council. So: Africa can do everything that other countries do. Formally. Literally, it cannot do this because it does not have such political, economic, and military power.
