The right to assemble and petition the government for redress of grievances mean:the right to have a written petition, that's not a bunch of signatures, it only takes one person. It must be hand written. The Declaration of Independence is a petition. Printing wasn't considered a legal form of government documentation. They had printing presses at the time. Assembly means to go into a legislative session or call a legislative session. And for redress of grievances-make the government change their legislation or policies or whatever is going against the people. If it was not part of the elected government's enumerated powers they weren't permitted to do that. If they did not correct their issues, then the person could be removed. The procedures are in Mason's Manual for Legislative Practices; this is used at the federal level and most states. However, some states have adopted the Jeffersonian Parliamentary Manual, which still includes these procedures. This is the heart of the republic.
