I homeschool my kids now, but if they still went to public school, you better believe I'd arm them each with phones so they could reach me or their dad, and/or record any hinky stuff being done to them/classmates. Come on. How can you miss that this is about schools trying to keep MORE secrets?! You're making the same mistake that the anti2A people do: The badness isn't in the TOOL. It's the person using the tool. In the case of a phone: A kid trying to protect themselves in a school these days?
