Both of those countries have things like 'bloc voting' where say, a church like "Iglesia ni Cristo" basically forces all its members to vote for the president that will help that church the most, probably in terms of being able to buy cheap land and avoid any taxes or expenditures. Then you have the same thing in the military. Everyone in the military has to vote for the same people, their own commanders put pressure on them, because to vote against your military is to vote against yourself and your country so they have no choice. And it goes on...to various other groups. This will maybe piss someone off, but the fact that an electoral college exists and that the government derives its legitimacy through an attribution system where every state is given a “point value”, awarded to the party able to win a majority vote within said state, has absolutely nothing to do with being “a democracy” or “a republic”. A “constitutional republic” is simply a form of government where all executive and legislative functions are absolved by representatives, who are elected (which can mean many things) through a specific, non-hereditary process, detailed on a Constitution. A “democracy” is simply a state where the government is determined as the end result of the people’s vote. That usually happens by majority vote, but nowhere this “majority” is defined as having to be counted strictly as a “plain, cohesive, nationwide popular vote”. Voting in your county to elect your county, district, and state authorities, and having your vote being counted towards the majority threshold that will determine which party gets to rule that district, state, etc. can be called “democracy” as much as electing strictly by popular vote. In the end, a voting process with universal suffrage determines who will be in government.
