Then the poor dudes see the rich people cruising by on their yachts, they figured let's steal one of those. From there, they kept talking bigger ships. I have no idea how to fix it but it is companies from the rich countries flushing their ships off the coast that caused the problem. It'd cost thousands of dollars to pay someone to flush the ships legally in ports.
