In it is a purpose, a means and a limitation reserved. In order for states to have self-defense, a militia can be organized by people having arms given to them in defense of their state and homes with regulations. So it doesn't mean what conservatives say. It's a stretch to say it's absolute given the amount of text in the amendment being there. A state could go so far as to refuse all arms to citizens unless they declare emergency in one defensible reading. I think given where we are, we need the regulations that are also needed for our self protection as a start. I don't think I'd go as far as a very tight reading just mentioned but I'm just saying we need to have sanity in our current laws restored and added.
